Its obvious that one factor didn't lead up to the holocaust and one thing can not be held responsible for it but everyone must shoulder some of the blame from the organizations to the top people in the Nazi reich to the countries that fought against Hitler, and the countries that stood by and watched. Even very small things done helped Hitler to commit such crimes, and he didn't do it all by himself.
