The only reason that it could be portrayed as such was when compared to the naively ideological points put forward by Wilson, which could not be applied given the state of popular opinion in the allied countries after years of propaganda. Hence, if blame for the failure of the Treaty must lie primarily with any one person this person would be Wilson.
