Mama is not justified in giving Walter the money, because Walter is so selfish that he cannot handle a large sum of money responsibly, also Walter doesn't realize how unrealistic his dream is, and lastly, Mama doesn't believe in what Walter wants to do with the money. There aren't enough reasons to justify Mama's supporting his idea. Walter's idea of a liquor store ends up almost destroying the family when he gives when he gives

betraying her personal and religious values/ morals. Aside from personal issues Mama wants Walter to realize that his dreams aren't exactly worldly and doesn't want to lose the money, which is a viable fear that becomes life-style.
After careful study of a Raisin in the Sun and its character, Mama's decision to give Walter the money is evidently understandable, but still not justifiable. Walter's motives and she goes against her judgment when she gives in.
