Corfu incident led countries to believe that they could get away with small acts of naughtiness.
Countries knew they could invade other countries and get away with it. The League would not impose sanctions, and would only condemn the nation, which was little more than saying they were naughty and pleading for them to stop. Obviously this wasn't effective, and many small countries had skirmishes with their neighbors. The League was seen as a failure.
