…stop rogue states and their terrorists before they are able to threaten or use weapons of mass destruction against the United States and our allies. In carefully weighting on balance between advantages and disadvantages, I believe we must take the full advantage of strengthened alliances, international cooperation, and the establishment of new partnerships with former adversaries. This policy will bring us the full advantages that we need in order to prevent rogue states and terrorism.
